PF ceiling at Rs 25,000: what it means for employers (cost, payroll and risks)
25 October 2026 · 2 min read · HireHo
Based on TaxGuru and Compliance Age explainers on the September 2026 EPF wage ceiling notification. Figures are illustrative. Summarised in our own words.
+Rs 1,200max extra employer PF per employee per month
+Rs 2,400extra PF per employee per month, both sides
For employers, the new Rs 25,000 ceiling mainly means more people to cover and a higher base for the statutory contribution. How much it costs you depends on how your payroll was set up before.

Possible negatives for employers
- Higher cost. At 12%, moving from Rs 15,000 to Rs 25,000 raises the employer PF by up to Rs 1,200 per employee per month, if PF was earlier restricted to the old ceiling. One source adds that EDLI and admin charges, if charged at 0.5% of wages, would also rise on the larger base. Check current rates with EPFO.
- More employees to enrol. People earning between Rs 15,001 and Rs 25,000 who were outside coverage may now fall inside it.
- Payroll and ECR changes. Systems that cap PF at Rs 15,000 need to be reconfigured and tested before the first affected payroll cycle.
- Budget changes. Manpower budgets for FY 2026-27 and any wage agreements that refer to the old ceiling may need revisiting.

Possible positives for employers
- Employers who already pay PF on actual wages may see little or no extra cost.
- Staff may value having PF cover. Social security is also a talking point for hiring and keeping people, especially frontline workers.
- A clear, single ceiling is easier to apply than the old split where many people were outside the system.
A rule to remember
Compliance Age notes that the employer's statutory contribution cannot be passed back to the employee as a deduction from wages, citing Sections 124 and 133 of the Code on Social Security, 2020. Employers who respond by quietly cutting pay may be on risky ground. Take professional advice before restructuring salaries.
What to do now
- List every employee earning Rs 15,001 to Rs 25,000.
- Check UAN and KYC details for each of them.
- Review PF configuration in your payroll software and test the ECR.
- Check EPS treatment separately, since the pension notification is different.
- Explain the change to staff before the first payroll.
